Devon is the General Manager of Development at the City of Dawson Creek in beautiful Northeastern British Columbia. He is responsible for overseeing all land‐use and building activities within city limits. Prior to his current role, Devon has also served in leadership roles in the areas of infrastructure and public works, where he was responsible for the planning, operations and management of much of the City’s infrastructure and assets including water, sewer, roads, fleet, cemeteries, stores and IT. His background is in engineering, project management, and local government management and he takes a keen interest in optimizations and efficiencies of systems and processes. Devon also serves as a director for the British Columbia Public Works Association.

Phong Nguy

Phong Nguy is an experienced leader with substantial experience in senior management roles across various operational environments in municipal settings. Phong is currently the Senior Manager of Parks Operations at the City of Windsor, supporting the operations of the City’s parks, horticulture, trails, and related assets. Over his experience working with the City, Phong also held other senior management roles, including the Senior Manager of Contract, Field and Maintenance within the Public Works department. Phong has been responsible for developing and maintaining operations and capital budgets in complex environments, and has managed various operation functions including parks, roads, sewer planning, design and construction as well as maintenance operations in the right of way for the city of Windsor. 

 

John Lewis

John Lewis is a Senior Program Manager at 3J Consulting. He is a retired Director of Public Works at the City of Oregon City. With over 30 years of experience in Public Works, including a 12-year tenure, John manages a diverse portfolio encompassing municipal and environmental engineering, budget administration, emergency management, asset management, long-range planning, and transportation engineering. His leadership in Oregon City involves regular collaboration with Federal, State, county, city, service districts, railroad, and transit providers for economic sustainability. Overseeing a team of public works professionals, John manages water distribution, sewer collection, stormwater conveyance, water quality, asset management, geographic information, development engineering, capital engineering, right-of-way services, and fleet services. As a licensed Civil Engineer in Oregon since 1996, his role includes quality assurance and control for various public infrastructure projects, aligning with sustainable city principles and innovative service delivery.
